The Constitutionnal proces and Indigenous Peoples in Morocco(Amazigh P)

Dear all IPs around the world
This is to inform you about the constitutional process in Morocco.
The Amazigh Movement (IPs movement in North Africa) in Morocco organised her self to influence the process by focusing on two points:
1-To recognise Amazigh Identity in recognizing cultural diversity; equality and non discrimination.
2-To recognize Amazigh Language as an official language with constitutionnalisation Of IRCAM.
After tow months of consultations of political parties ,civil Society associations ,Amazigh organisations ad other parties, the Expert Commission for Constitutionnal review, deigned by the King(an Amazigh expert was in this commission), prepared a draft new Constitution wich is proposed to be adopted by the referendum on July first 2011.
The draft Constitution is not published yet in in English,but this my first translation of some paragraphs related with Amazigh claims.Amazigh Organisations will meet next weekend to decide the position to adopt for the referendum: “yes,no,or Boycott”:

In the Preamble :
“Morocco Kingdom is an Islamic State with full sovereignty ,protect its national and territorial unity and conserve its National Identiy unified by all its dimensions:arabity,islamity,Amazighity and hassanity-sahraouity;very rich by africanity,Hebrity(Hebreu_juich) and medeteranity......”….

“Maghreb Arab is replaced in the draft by” Great Maghreb”

Article 5:
“Arabic Language stay an official language for the state. The state will protect and promote it and develops its use.
Amazigh language is also an official language of the state; in considering as an common heritage for all Moroccan without any exception. An organising law will decide the steps to activate the officiality of Amazigh language and how to integrate it in education and other and other prior spaces of public life to play its rol of official language…”…….
“A National Council for Languages and Moroccan Culture will be established to, specially, protects and develops Arabic and Amazigh languages and all Moroccan cultural expressions…”

الديباجة:
المملكة المغربية دولة إسلامية ذات سيادة كاملة، متشبثة بوحدتها الوطنية والترابية، وبصيانة تلاحم مقومات هويتها الوطنية، الموحدة بانصهار كلمكوناتها، العربية - الإسلامية، والأمازيغية، والصحراوية الحسانية، والغنية بروافدها الإفريقية والأندلسية والعبرية والمتوسطية. كما أن الهوية المغربية تتميزبتبوئ الدين الإسلامي مكانة الصدارة فيها، وذلك في ظل تشبث الشعب المغربي بقيم الانفتاح والاعتدال والتسامح والحوار، والتفاهم المتبادل بين الثقافاتوالحضارات الإنسانية جمعاء.

الفصل 5
تظل العربية اللغة الرسمية للدولة. وتعمل الدولة على حمايتها وتطويرها، وتنمية استعمالها. تعد الأمازيغية أيضا لغة رسمية للدولة، باعتبارها رصيدا مشتركا لجميع المغاربة، بدون استثناء.يحدد قانون تنظيمي مراحل تفعيل الطابع الرسمي للأمازيغية، وكيفيات إدماجها في مجال التعليم، وفي مجالات الحياة العامة ذات الأولوية، وذلك لكي تتمكن من القيام مستقبلا بوظيفتها، بصفتها لغة رسمية. تعمل الدولة على صيانة الحسانية، باعتبارها جزءا لا يتجزأ من الهوية الثقافية المغربية الموحدة، وعلى حماية اللهجات والتعبيرات الثقافية المستعملة في المغرب، وتسهر على انسجام السياسة اللغوية والثقافية الوطنية، وعلى تعلم وإتقان اللغات الأجنبية الأكثر تداولا في العالم ; باعتبارها وسائل للتواصل، والانخراط والتفاعل مع مجتمع المعرفة، والانفتاح على مختلف الثقافات، وعلى حضارة العصر. يُحدَث مجلس وطني للغات والثقافة المغربية، مهمته، على وجه الخصوص، حماية وتنمية اللغات العربية والأمازيغية، ومختلف التعبيرات الثقافية المغربية، تراثا أصيلا وإبداعا معاصرا. ويضم كل المؤسسات المعنية بهذه المجالات. ويحدد قانون تنظيمي صلاحياته وتركيبَته وكيفيات سيره.
